Can I make webalizer stats viewable outside Cpanel?

Yes, this can be done. If you have shell access you can do it yourself. Otherwise, please open a support ticket and we will do it for you.

Here are the steps:

1) type: cd /home/domain/www
2) type: ln -s ../tmp/webalizer stats
3) type: cd ..
4) type: chmod 755 tmp
5) type: cd temp
6) type: chmod 755 webalizer

After that, http://www.domain.com/stats/ should show your webalizer stats.
